Dan yang tidak kalah penting adalah adanya kebijakan politik di bidang pendidikan, dengan menerbitkan peraturan daerah (Perda) dan peraturan pemerintah (PP) serta kurikulum pendidikan yang mendukung pemberantasan buta huruf Al Qur'an.

Alhamdulillah, dengan ditemukannya metode belajar membaca Al Qur'an dengan cepat, seperti Qiraati dan Iqra’, kesemarakan belajar membaca Al Quraan semakin meningkat. Kita bisa menjumpai Madrasah Diniyah Awaliyah ( MDA ) bermunculan dimana-mana. Biasanya model pendidikan ini digunakan untuk mengajarkan bacaan Al Qur'an bagi anak-anak. Sedang bagi remaja atau dewasa ada metode Qiraati dan An Nur yang diajarkan secara praktis.

Untuk menyahuti kebutuhan bimbingan membaca Al Qur'an, maka Pengurus Remaja Masjid Bidang Pembinaan Anggota perlu menyelenggarakan program Pengajian Tahsin Al Quraan yang diselenggarakan secara terstruktur dengan tujuan, target, metode dan materi yang tertentu. Program pengajian ini dimaksudkan untuk memperkenalkan Al Qur'an dan bacaannya yang ditujukan bagi para remaja. Digunakan metode-metode praktis dalam belajar membaca Al Qur'an.

Program ini membantu remaja muslim untuk memulai dan meningkatkan kemampuannya dalam membaca Al Qur'an, menulis huruf-huruf dan kalimat Al Qur'an (Arab) serta memahami Ilmu Tajwid. Bilamana perlu ditambahkan wawasan keilmuan seputar Al Qur'an, sehingga peserta dapat memperoleh gambaran bagaimana berinteraksi dengan Al Quraan secara benar.
